- Must derive a major portion of income or visitors from motorists during the normal business season.
- Attendance in a 12 month period shall meet or exceed the minimum requirements of 200,000 Rural/Low Volume, 250,000 Urban/High Volume, and 300,000 in the Kansas City and St. Louis metro areas
- Public restroom facilities.
- Must be located within 20 miles of intersection.
- Must have a minimum of 10 parking accommodations.
